The idea is simple. Shares of a Mom & Pop company can only be owned by people who have not earned, inherited, or in any way acquired more than 5 million USD in total throughout their lifetime.
If someone who already owns Mom & Pop shares exceeds that limit, their shares transfer to the remaining owners. If there are no remaining owners, they transfer to the Mom & Pop Association, which publicly auctions off the shares to buyers who do live up to the conditions.
Any company or person who wants to label their products or services with the "Mom & Pop Label" must meet these requirements.
With the Mom and Pop companies distinguished from other corporations, people can effectively direct spending and policies to support their own companies and to direct spending and policies to cripple and leave behind the corporations of old.
